Curriculum vitaeĀ 
Lily Rueda is a Colombian lawyer who specializes in the interaction between criminal law and human rights in the context of political transitions. She holds an LLM in Human Rights and International Criminal Law from Utrecht University and is Magister from the Universidad Nacional de Colombia. Before joining the VU, she worked as researcher at theĀ  International Center for Transitional Justice (Colombia office) and as an intern at the Association of Defence Counsel Practising Before the ICTY. She has also been consultant to the United Nations Office of the High Commissioner for Human Rights and, more recently, adviser for the Ministry of Justice of Colombia.

Research activities
Lily conducts research in the programme Empirical and Normative Studies. She researches on sentencing, the ICC principle of complementarity and the peace processes in Colombia. The ICC prosecutes perpetrators of international crimes only if national states are "unable or unwilling" to do so. However, during peace processes perpetrators of such crimes regularly negotiate with those states for minimal or no sanctions. It is unclear if type and severity of sanctions could lead to the ICC determination that a State is "unwilling" to genuinely prosecute. This study synthesizes doctrinal analysis of this "complementarity principle" with empirical analysis of sanctions negotiated during peace processes, focusing on Colombia.
